Laura Quigley- President

Laura is the Director of the Center for Workforce Development and the Workforce Development Board of Sullivan Inc. As Director since 1999, Laura brings over 20 years experience working with individuals and businesses in workforce development and human resources arenas. Laura works as an intermediary/broker between key stakeholders to create workforce solutions for youth, adults, dislocated workers and business customers. She does this by positioning the Workforce Development as the bridge between industry and education, advancing and promoting a skilled workforce, and responding to businesses needs to attract, grow, and retain workers. Laura has served on the Council Board since 2011.

Jodi Kane – Treasurer

Jodi is a former employee of the Child Care Council and became a board member because she believes that the agency is crucial to the health, safety and success of the children and families in our county. She has an AAS in Early Childhood Education and a BA in Human Development/Psychology and is working toward her Master’s degree in Social Work. She lives in Liberty New York and works for The Sullivan County Department of Family Services as a Senior Caseworker for Child Protective Services.

Nora Rausch- Secretary

Nora is a native Sullivan County who grew up in Wurtsboro with her brother and five sisters. Nora and two of her sisters married brothers who came from a family of nine children; thereby creating a very large extended family! Nora has five adult children who are married and thirteen wonderful grandchildren. Family is the main focus for Nora and believes that our children are our greatest treasures. Nora’s interest in the Child Care Council stems from the fact that while she was able to be a stay at home Mom, only one of her daughters has had that luxury; the others are two income families that need to rely on outside childcare. Her family’s search for quality childcare has brought to the forefront how important the services offered by the Child Care Council are to Sullivan County. Nora is honored to be able to take part in the development of quality childcare in Sullivan County. Nora is also a Master Gardener with Cornell Cooperative Extension of SC.

Susan M. Dollard

Susan is a native of Sullivan County, and is married to Timothy Dollard from Rock Hill, NY. As a retired teacher from Monticello Central Schools with 30 years of experience, she has always been concerned about Sullivan County youth, care and education. She has a BS, MA in Art Education and a BS, MA in Education. Susan is a professional artist who has shown her work locally and is an avid gardener and the founder of Friends of the Garden in Sullivan County. She is the former coordinator of the Master Gardener Program; under her guidance the Master Gardener program has won a number of grants and awards. She is a member of the Wallkill River Art School and, in addition to the Sullivan County Child Care Council, is a board member for Nesin Cultural Art Center.

Tony Harvey

Tony works as a marketing and advertising consultant. He holds a Bachelors Degree in Management from Baruch College and Masters Degree in Internet Marketing. Tony and his wife Diane reside in the Town of Fallsburg where she runs an independent daycare. They have two children who both attend the Fallsburg Central School District. As both a parent and a childcare service provider Tony understands the importance of having safe, affordable, reliable childcare available, as well as the challenges daycare providers face on a daily basis. As a new member of the Board, Tony is looking forward to helping Sullivan County Child Care Council, Inc in its mission to support quality child care for children of Sullivan County.

Kulli Kask

Kulli is a CPA and is currently a tax manager for Cooper Arias, LLP, a local CPA firm. Kulli is from Estonia, has been living in Bethel, Sullivan County, with her husband, Victor, and daughter, Madeline, for the last 15 years. She holds BS Summa Cum Laude in Accounting and MS/MA in Engineering. Being a parent and working full time has been challenging, and without close family living in the area to help out, finding quality and reliable daycare has been very important. She is committed to support the expertise in early childhood education and resources that the Council makes available to the area childcare providers, by improving the childcare quality and making it more affordable.

Mary Mancuso

Mary is a retired nurse whose after a 47 year career included everything from Medical/Surgical, Intensive Care, and Emergency/Trauma. She has two Master’s Degree – one in Public Health from The New School for Social Research in New York, New York, and the other as a Family Nurse Practitioner from Pace. Since retiring, Mary has devoted her time to many volunteer organizations here in Sullivan County, one of which is the public library where the focus is on fundraising, community, and child-centered events. She is an avid gardener and has completed a Master Gardner program. Mary loves all things outdoors – hiking our beautiful mountains, bike riding on our trails, and kayaking on our numerous lakes and rivers.

April Rodriquez-Walsh

April has been employed with the Sullivan County Center for Workforce Development for over 5 years. April has the pleasure of assisting residents with career exploration and determining eligibility for WIOA grant trainings.  April has volunteered with St. Peters Regional School in Liberty, NY and currently volunteering with the Sullivan County AMVETS, and a 4-H parent. April has been a Sullivan County resident for over 15 years and is married with a fourteen year old son who attends Tri Valley CSD.  April looks forward to contributing her ideas and collaborating with agencies to promote a positive childcare experience for families that live in Sullivan County.

Jessica Kauffman

Jessica is a mother of three. She is a native of Sullivan County whose mission in life has been to help others in whatever ways she can. Jessica graduated from Liberty High School and has a lengthy background in Human Services. She became Program and Outreach Coordinator at the new non-profit Sullivan 180 in January 2018 where she proudly coordinates the Community Health Champions Program and the Sullivan Club 180 initiative and connects with her community. Jessica’s children have each attended daycare registered through the Sullivan County Child Care Council, and understands the importance of finding quality daycare to love and care for our children. She is both honored and excited to serve on a board that offers resources to working parents and families, and to contributing her ideas, time and love of her community with others to ensure that our young families and children have access to quality, affordable child care.
